10 is not enough - we need to remove corporate and foreign national ownership of single family homes. Investment in development and construction is one thing, long term ownership is another. Why do we continue to allow greedy corporations and hedge funds price all of us out of not just housing, but basic living needs, food, gas, healthcare, etc. Empower and shore up the anti-trust and anti-monopoly laws across the board. All of these mega corps need to go.

I'm not a Californian, but I love your idea and how to implement it. I know affordable housing affects all ages, but seniors retiring often need a place to live if they don't own a home. Rents generally are too high for those with fixed incomes.

Something I would like to see governments do is rent/buy agreements. With low incomes and high prices of buying and renting, most people can't afford to pay rent and save.
These points are good to touch on when dealing with the housing crisis, but I have two additional issues that are in need of solving and these are probably the most important:
How do we change zoning laws in California? What can we do to make sure zoning laws do not affect being able to afford a house?
How do we get communities in California to say Yes In My Backyard as opposed to Not In My Backyard? This I believe is the biggest reason why we have more sprawled out areas, due to NIMBYism.
Well, we have sanctuary cities here in progressive Massachusetts, and we’ve been putting immigrants up in hotels at taxpayer expense. After experiencing whatever they’ve experienced in their home countries and on the way to their final destinations, they’ve already suffered enough.
After causing government coups and environmental disasters around the world, it’s the least the USA can do. Our government is responsible for making the rest of the world hate us to the point of wanting to commit acts of politic violence against us.
Oh. Do you want to pick crops in California for minimal wages? In Florida they have disallowed water breaks for workers so their legal immigrants are leaving and their crops will rot. Republicans just junked part of the solution to the people seeking asylum for a fast turnaround. Just to give Trump a talking point to campaign with so it's really not that important to Republicans otherwise.
I love all of this. Only one thing. 1 to 4 unit houses only? What about condos? Co-ops? Apartments? Townhouses? Both to rent and to buy.
Mixing in low density communal housing into existing neighborhoods is absolutely crucial to helping the housing crisis. But a single family house is not necessarily the best solution, even if it’s modest houses with small plots. 1-4 unit townhouses for sure are again crucial and helpful!
But apartments are more space efficient, and we have so much need and it bothers me this wasn’t mentioned. Thanks.
Maybe single family home ownership isn't the issue.
Maybe unregulated landlord greed and real estate speculation are the root cause of homelessness.
Maybe HUD should reconsider how it calculates median rental prices. My rent is $3.50 a square foot. I pay $1050 a month for 306 square feet. This is in line with HUD's guidelines for a studio apartment. They don't calculate by the square foot. They use an insanely complicated calculation to come up with the average rental price. It calculates the median income level in the area.. So, if I make less than $16 an hour, but there are wealthy people in the area....where does that make the median? When I was employed I paid more than 50% of my NET income on housing. Now that I'm unemployed, I pay 80% of my UI on rent.
Simplify how HUD calculates average rental prices. Don't make it dependent on median income, but on price per square foot. Rein in corporate landlords and real estate speculators. Rent control with caps.
